Joined: EU N/A Eurozone N/A Schengen 2001 EFTA 1960 The only country to reject joining the European Union is a referendum. In fact they liked doing it so much that they did it twice. Norway had negotiated entry alongside Denmark, Ireland, and the United Kingdom in 1973, then they negotiated to enter with neighbours Sweden and Finland in 1995. On both occasions the Norwegian electorate voted against joining in 1972 and 1994 referendums.
